While hail can definitely be seen with a tornado, hurricane, and/or warm temperatures, the most important element is the thunderstorm.

The storm’s updrafts take water droplets high into the atmosphere where the air is much colder. Those droplets then freeze, growing larger as more water in the atmosphere freezes to them. When the hailstone becomes so heavy that the updrafts can’t hold it up any longer, it falls to the Earth as hail.
